Lazio Region – Waste Management Plan

TECHNICAL ASSISTANCE FOR THE ADAPTATION OF THE WASTE MANAGEMENT REGIONAL PLAN AND STRATEGIC ENVIRONMENTAL ASSESSMENT (SEA)

Description of the work
The aim of the project was to support Lazio Region in updating their waste plan in line with regional procedures and national regulations, prevention policies and the most advanced European technological and managerial experiences.

Articulation of activities
The work was divided in:
Analysis and assessment of the existing scenario and forecasting models for urban waste management
Drafting of methodologies for the management of special waste (electrical and electronic waste, medical waste, agricultural waste, inert materials from demolition and construction and products containing asbestos).

The implementation plan was divided in two sections:

The first section, dedicated to urban waste, was realized by performing the analysis of the starting point, the legislation in force and in the process of being transposed, current waste management in the territory, definition of objectives and principles, definition of interventions in the production and collection system, estimate of waste flows, analysis of technological requirements, definition of interventions to ensure self-sufficiency and definition of monitoring activities.

The second section focused on special waste and included the drafting of guidelines for waste management, plans regarding decontamination, collection and disposal of PCBs, waste reduction strategies and guidelines for the reclamation of polluted areas.

ambiente s.c. also drew up the Strategic Environmental Assessment (SEA) of the regional waste management plan, pursuant to the Legislative Decree no.152/06. For finalizing the plan, the consultant provided administrative support for the following procedures: institutional relations with SEA offices, consultation with the relevant players in environmental matters, participation of the public, analysis and investigation of the observations, provision of opinion with reasons and final editing.
